Tourist stays in Montenegro are time-limited; to live, work or run your business for longer you need a temporary residence permit (boravak). As of 2026, some of the rules have changed — new conditions were introduced especially for residence via real estate and via a company. Choosing the right route prevents wasted time and cost from the start. Who is this service for?

  • Entrepreneurs who want to work and live in Montenegro through their own company.

Residence routes

There are four main routes to a temporary residence permit in Montenegro. Which one is suitable depends on your business, property situation and family.

1) Via a company (work + residence). You can obtain an integrated work–residence permit as an executive director or as a holder of more than 51% of shares in a company established in Montenegro. Important (17 January 2026): To renew this permit, the company must have paid at least €5,000 in tax and social security in the previous year (EU/EFTA/Switzerland citizens exempt). The company must therefore carry a genuine activity and a minimum tax base.

2) Via real estate. From 17 January 2026, for third-country nationals (including Türkiye), the property’s value as determined by the tax authority’s transfer-tax assessment must be at least €150,000. Here it is the official tax value, not the contract/sale price, that counts. Additionally:

  • At least 50% ownership of the property is required.
  • The property’s actual use must be documented and real estate tax debts cleared.
  • The residence granted on this basis is temporary, valid for one year and renewable; on its own it does not grant the right to work/commercial activity.
  • Transitional rule: Residences obtained via real estate before 17 January 2026 can be renewed without showing this value (acquired right).
  • Citizens of the EU, Iceland, Norway, Liechtenstein and Switzerland are exempt from this value requirement.

3) Via family reunification. Those whose spouse or close family member holds residence in Montenegro can apply for residence on the basis of family reunification.

4) Via the digital nomad (remote work) route. There is a separate temporary residence route for professionals working remotely for an employer or client abroad. General conditions: the work being earned from outside Montenegro, sufficient and regular income (roughly three times the Montenegrin minimum wage), valid health insurance and a clean criminal record. (The current scope and income threshold of the digital nomad permit can change from time to time; we assess according to current legislation before applying.)


General conditions (regardless of route)

Whichever route you choose, the application generally requires:

  • A valid passport (valid for a set period beyond the residence duration)
  • Proof of subsistence — sufficient financial resources (most often a balance shown in a Montenegrin bank account)
  • Valid health insurance in Montenegro
  • A (clean) criminal record certificate
  • Proof of accommodation (lease or property ownership)
  • The application being made in person with biometric registration (photo, fingerprint, signature)

Process — Step by step

  1. Situation assessment. We determine the suitable route according to your goal (business / property / family / remote work).
  2. Document plan. We list the documents required for the chosen route and those to be translated/legalized.
  3. Completing prerequisites. If needed, we organize company formation, property transactions or bank account steps.
  4. Preparing the application file. All documents are arranged with official translation and apostille where needed.
  5. Application and biometrics. The application is made in person to the relevant authority; photo, fingerprint and signature are taken.
  6. Follow-up and outcome. The process is tracked; additional documents are completed if needed.
  7. Renewal and the path to permanent residence. Renewal at the end of the term; long-term permanent residence planning.

Permanent residence and citizenship: a realistic picture

  • A permanent residence (stalni boravak) application can be made after 5 years of uninterrupted temporary residence.
  • The general framework for citizenship is 10 years of legal residence (5 years temporary + 5 years permanent).
  • The citizenship-by-investment (CBI) program closed on 31 December 2022 and has not reopened. Do not trust information promising “citizenship in a short time.”
  • Montenegro as a rule does not recognize dual citizenship; the citizenship step must therefore be assessed separately.

The Foreigners Law changes effective 17 January 2026 reorganized the real estate (≥€150,000 tax value) and company (≥€5,000 annual tax/social security) routes. Transitional provisions protect those who acquired rights before the change. As rules can be updated during the EU alignment process, we always assess your application according to current legislation.

Frequently asked questions

If I buy real estate, do I automatically get residence?
No. Property ownership provides a basis for the application; but from 2026 the property's tax value must be at least €150,000, you must hold 50%+, and the file must be complete. The process is not automatic.
Can I obtain residence with a rental?
The real estate route is based on property ownership. A lease alone is not sufficient for this route; however, it can be used as proof of accommodation on other routes (company, digital nomad).
Should the €150,000 be written in the contract?
What matters is not the contract price but the value in the tax authority's transfer-tax assessment. Even if the contract price is high, the application may be rejected if the tax value is below.
Does forming a company finalize residence immediately?
The company route is possible; but to *renew* the permit, the company must have paid at least €5,000 in tax/social security the previous year. A genuine company activity is therefore essential.
Can I bring my family too?
Yes, an application can be made for spouse and children via family reunification. We clarify the conditions in the initial consultation.
